The author assumes that cold war phenomenon is typical for the American global behavior in general, and in particular in relations with Russia (the USSR). "War-like" or "semi-war" policy characterizes the American foreign policy after the end of the World war 2 when the so called "American national security state" was established and evolved during the 20th century. In the 21st century when the United States emerged as the only superpower, this tendency towards "permanent semi-war" with any serious opponent got new impulse. Russia was proclaimed as threat № 1 for the American global reconstructing strategy.
