EU-Russia: possibilities and obstacles for security cooperation

The article analyzes political relations between the EU and Russia and opportunities for their cooperation in the field of security. Although the EU sees Russia as a strategic challenge in its Global strategy, Russia considers the EU as an «important partner» in the updated Foreign Policy Concept. This different mutual perception emphasizes that Russia-EU security relations suffer from a deficit of a long-term strategic vision, they continue to develop reactively, although in the mutual deterrence paradigm. The EU’s formula of «selective cooperation + constructive dialogue» does not work, as the parties cannot determine the desired guidelines and institutional framework of relations. Growing uncertainty increases the risks of consolidation of confrontational relations in Europe, including between Russia and the European Union. Despite the EU’s claims for strategic autonomy and for forging credible CSDP, its growing dependence on American guarantees and U.S. strategic objectives weaken a potential for EU – Russia cooperation in the security sphere. But on the other hand, it is another serious argument and motivation for the restoring of a systemic and structured EU – Russia political dialogue. The article concludes that both parties should consider this as a prerequisite for cooperation, especially in the field of security, which, in turn, should not lose the Common European (Eurasian) perspective.
